In conflict zones, private sector development is a critical, but often neglected and mismanaged component of stabilization and reconstruction strategy.  Problems include imperfect and undeveloped markets, chaotic relations between international actors and host governments, and overreliance on foreign contractors.  Nevertheless, private and non-profit organizations have begun in countries like Afghanistan and Iraq to create sustainable, indigenous businesses.  This panel will explore the challenges and opportunities for private sector development to become a more effective tool in stabilization and reconstruction operations.
